As operators shorten outage windows, the work that decides success moves earlier: readiness reviews, materials staging and permit sequencing all have to be complete before the plant comes down.

Manpower planning follows the same logic. Crews are qualified, mobilised and inducted ahead of the window so that day one is productive rather than administrative.

The projects that hold their windows are rarely the ones with the largest crews; they are the ones whose crews were ready.
